From looking at this some *business units* of 3-5 people may do a combination of things. For instance, fuit powder, milk powder, fruit juice and biscuits may be done by the same business unit (group of people) as it appears to be all food related and working with similar materials. Once the working business units are selected, members in each, and budgets started we'll have a pretty clear idea about getting funding in place.
